2024-2025 Promise Scholarship: Noncredit Application
The
Maryland Community College Promise Scholarship
is a last dollar scholarship available to career and workforce students who enroll at a community college in the county where they reside. Eligible students can receive up to $5,000 to cover any remaining tuition and mandatory fees.

Promise Scholarship Checklist
The purpose of this checklist is to verify eligibility requirements set by the State of Maryland. In order for a student to receive the Promise Scholarship, an applicant must submit one item from category A, B, C and D unless they have completed the FAFSA**. For record keeping purposes, copies of each document must be attached to the student’s application.

A. Verification of Residency
Documents to prove eligibility for Maryland in-state Tuition. Individuals must be eligible for in-state tuition at a Maryland institution to qualify for the Promise Scholarship.
Dependent students MUST also submit documentation for at least one parent. All documentation must be current and unexpired.

Important Information You Should Know
Maryland law requires that students enroll in a vocational certificate, a certificate, or participates in a registered apprenticeship at the community college located in their county, unless the program is not offered at their local college, or the student is attending a community college in the State with on-campus residential facilities.
Students must be enrolled in a sequence of courses leading to licensure or certification. List is subject to change at any time.
Available to MD Residents, graduates of MD high schools, and recipients of MD GED who qualify for in-state tuition, and active duty military residing in MD.
Students may receive up to $5,000 per academic year, not to exceed the cost of the program.
Students may renew the scholarship up to 3 years after enrolling in a noncredit sequence.
This is a last dollar scholarship, which means awards will calculated after all other Federal and State scholarships have been credited to the student's tuition.
Any student who exceeds the allowed funding amount or number of program awards will be financially responsible for all associated costs that are deemed ineligible.
Funds are available on a first come, first serve basis.
Funds may only be used towards tuition and mandatory fees. Books and supplies are excluded.
Students who are U.S citizens must provide their Social Security Number or Tax ID Number.
Harford Community College reserves the right to adjust or cancel your scholarship at any time if it is determined that you do not meet the qualifications.
Applying for the scholarship does not guarantee an award.
Refunds are not issued to students for unused Promise award amounts.
All scholarships are managed and awarded in accordance to the Maryland Higher Education Commission’s prescribed guidelines and Harford Community College's policy and/or procedure.
